libapache2-mod-encoding software package provides Apache2 module for non-ascii filename interoperability, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapache2-mod-encoding
libapache2-mod-encoding is installed in your system.
Make ensure the libapache2-mod-encoding package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapache2-mod-encoding *
You will get with libapache2-mod-encoding package name, version, architecture and description in a table
